Climate Change and Energy Minister Chris Bowen says private companies should chip in to UN climate fund

Private companies should contribute to a new United Nations fund to help poorer nations vulnerable to global warming, Climate Change and Energy Minister Chris Bowen has said. Mr Bowen said Australia “strongly” believed funding should be drawn from a “broad donor base” – which includes private finance. The Government has no intention of forcing private companies to chip in but could encourage contributions to what would be a mammoth global fundraising effort. The appeal comes amid a war between the Government and resources sector over Labor’s industrial relations reform, which miners fear will devastate their industry. Negotiations on the design of the so-called “loss and damage” fund– including how it will be funded - will be high on the agenda when the latest round of UN climate talks kick off later this month. Countries agreed at last year’s conference to establish a fund to effectively compensate developing nations ravaged by climate disasters, ending decades of resistance to the idea from richer nations. A committee comprising representatives from developing and developed nations – including Australia – agreed on a draft design for the fund ahead of the fortnight-long talks in Dubai. Mr Bowen, who will lead the Australian delegation at COP28, used a speech to foreign policy think-tank the Lowy Institute on Tuesday night to outline Australia’s position on the fund. “Our objective is to ensure that these discussions deliver practical outcomes and maximum impact for the Pacific, and other countries who are particularly vulnerable to climate impacts,” Mr Bowen said. “Australia is of the strong opinion that funding arrangements must deliver for the most climate vulnerable countries, drawing from a broad donor base, including private and innovative sources of finance.” The draft design said the fund should be able to receive money from a “variety” of sources - including Governments, private companies and philanthropists. The Federal Government has not said how much - if any - taxpayer money it would tip into the fund, which will only be up and running next year at the earliest. The Government has committed to re-joining the UN Green Climate Fund - which Australia abandoned under the Morrison Government - and last month announced extra climate funding for the Pacific. Mr Bowen also made a veiled appeal for economic powerhouses and major emitters such as China to step up in the climate fundraising effort. China is still classed as a developing country under the UN climate convention set up in 1992, meaning it isn’t obliged to provide climate finance. India, Russia and Saudia Arabia were also left off the original list of “official” climate financiers. Without naming individual countries, Mr Bowen said the world had changed a lot since 1992. “Just because a country wasn’t wealthy or was not a major emitter in 1992 doesn’t meant the same is the case 30 years later,” he said. “Nor should the contributions of countries be set in stone either.” Mr Bowen confirmed Australia would push for deeper global emissions cuts at the climate conference, including backing a push to triple renewable energy capacity worldwide.
