Anthony Albanese scrambles to shut down negative gearing talk amid claims of civil ‘war’ with Treasurer

Anthony Albanese has scrambled to shut down speculation of possible changes to negative gearing and capital gains tax, confirming Labor won’t take the politically divisive policies to the next Federal Election. Mr Albanese used a blitz of morning television on Thursday to clarify his position after revelations Treasury was modelling options to overhaul the controversial tax concessions. Asked explicitly if he was considering taking the policies to the next election, Mr Albanese told ABC News Breakfast on Thursday: “No, we’re not”. Opposition leader Peter Dutton claimed Mr Albanese and Treasurer Jim Chalmers were at “war with each other” as it remains unclear exactly who requested the Treasury modelling – and why. In an exclusive interview with The West, Mr Dutton said unlike former leaders Bob Hawke, Paul Keating and John Howard, Mr Albanese lacked the conviction to argue the case for politically contentious policies. “If his argument is that negative gearing is bad for our country and it’s having a distortionary impact, and that it’s time has come - argue it, be a man about it, and get up and argue your position,” Mr Dutton said. “There’s not that conviction - it’s always half flying a flag, and generally it’s a flag of surrender.” Mr Albanese was on Wednesday refusing to shut the door on changes to negative gearing, with the use of phrases like “it’s not our policy” reminiscent of his rhetoric before Labor tore up the old stage three tax cuts. But his position was clear on Thursday, saying he remained concerned that winding back the concessions would curtail housing supply – the main aim of Labor’s $32 billion housing agenda. Property Council-commissioned analysis into Labor’s 2019 proposal warned of a 4.1 per cent cut to the housing pipeline, costing 7800 jobs and a $1.5 billion hit to GDP. The changes modelled by Treasury reportedly differ from Mr Shorten’s plan and including a cap on the number of properties an individual can negatively gear. “Will it (changing negative gearing) add to supply or will it decrease supply? The figures and research that has been produced by organisations like the Property Council indicate that it would reduce supply and therefore not contribute to solving the issue. And that’s the issue,” he said. The Labor caucus is split over whether to revisit a version of the policies Bill Shorten took to the failed 2016 and 2019 elections, with at least half a dozen backbenchers open to a debate as pressure mounts on the Government to do more to tackle the housing crisis. Swan MP Zaneta Mascarenhas said she would welcome “efforts to explore solutions to boost supply”. “We could start right now if (Greens leader) Adam Bandt and Peter Dutton got out of the way of getting more people into more homes,” she said. Other Government MPs, including senior ministers, want the idea to remain firmly off the table. One senior Labor minister said changes to negative gearing were “absolutely not on the table, and never have been”, adding that was the “right approach”. Mr Dutton confirmed the Opposition would oppose any changes to negative gearing despite some Coalition backbenchers pushing for a debate. “We will take a very strong stance against any changes to negative gearing, because it will disrupt the housing market, it’ll drive up rents, and it’s not in our nation’s best interests,” he said.
